Rail Vikas Nigam Limited has announced the appointment of Ashutosh Gautam as Executive Director (Civil), with effect from the afternoon of 17 April 2026. The leadership change marks a strengthening of RVNL’s civil portfolio as the company continues to execute large-scale railway infrastructure projects and related works across the country.
Gautam brings more than three decades of multi-disciplinary infrastructure experience, spanning highways, ports, inland waterways and urban development. He was previously on deputation to the National Highways Authority of India (NHAI)/Ministry of Road Transport and Highways as Member (Technical) cum Deputy Project Director for the Jal Marg Vikas Project, while also holding the additional charge of Member (Traffic & Logistics) at the Inland Waterways Authority of India (IWAI), under the Ministry of Ports, Shipping and Waterways. His leadership roles extend to managing director positions in Special Purpose Vehicles such as Ahmedabad Vadodara Expressway Ltd and Kolaghat Haldia Highways Ltd, developed during his tenure in Gujarat and West Bengal respectively. He has also served as Director in SPVs formed with Odisha (IWCOL) and Varanasi MMLP Ltd, and has held senior commercial, logistics and project-director responsibilities tied to World Bank road projects in Uttar Pradesh.
Beyond project-delivery, Gautam has contributed as an honorary visiting faculty member at several IITs, IIMs and allied institutions, sharing expertise in large-scale highways contract administration and FIDIC contracts. His broad background across highways, ports and inland waterways, along with his involvement in Vision 2047 for IWAI/MoPSW, equips RVNL to push forward with complex civil works and integrated rail-privilege infrastructure. His appointment reflects a continuation of leadership focus on delivering high-impact infrastructure with an emphasis on project governance, execution capability and technical excellence.
