GIPCL taps Shalini Agarwal IAS as Additional Director (GUVNL nominee) to bolster board governance

Gujarat Industries Power Company Limited (GIPCL) has announced the appointment of Shalini Agarwal, IAS, as an Additional Director (Nominee of Gujarat Urja Vikas Nigam Limited), effective 22 April 2026. The decision, taken at a meeting of the Board on that date, follows a recommendation from GIPCL’s Nomination and Remuneration Committee and aligns with the company’s governance framework by bringing in a senior administrator from the state’s energy legacy partner, GUVNL, to its board.

Shalini Agarwal, a 2005 batch IAS officer from the Gujarat cadre, brings a broad portfolio of leadership in urban governance, revenue administration, and energy management. Her career spans roles such as District Development Officer and District Collector in multiple districts, Municipal Commissioner in Vadodara and Surat, and leadership positions in tax administration. Notably, she currently serves as Managing Director of Gujarat Urja Vikas Nigam Limited (GUVNL) and as Director of Gujarat Fibre Grid Network Limited, spearheading Gujarat’s energy and digital infrastructure initiatives. The announcement notes her demonstrated governance innovation and recognition in water conservation and sustainable urban development, alongside a record of impactful community-driven initiatives.

The appointment signals a continuation of close governance collaboration between GIPCL and its parent energy system in Gujarat, with the aim of leveraging Agarwal’s-wide experience in urban, fiscal, and energy policy to support GIPCL’s strategic growth and project execution. The company also confirms that Agarwal is not related to any existing director and is not debarred from holding office by SEBI or any other authority, underscoring a standard governance check as the board broadens its leadership mix.

As GIPCL advances its development agenda in Gujarat’s power landscape, the addition of a high-profile administrator with deep experience in energy governance is poised to inform boardroom deliberations on infrastructure modernization, project delivery, and stakeholder collaboration. The move reflects a broader pattern of seasoned public-sector leaders transitioning into pivotal board roles to help steer state-driven energy initiatives forward.
