In a move to bolster governance, Noida Toll Bridge Company Limited said at its August 3, 2026 board meeting it has approved the appointment of Balvinder Singh as an Independent Director with immediate effect for a five-year term, subject to shareholder approval.
Balvinder Singh is a veteran public-sector administrator: a 1981 batch officer of the Indian Audit and Account Service who retired as Deputy Comptroller and Auditor General. He later served as a Member (Technical) of the National Company Law Appellate Tribunal (NCLAT). His background spans company law and insolvency matters, underpinned by advanced degrees including an MBA from Punjabi University Patiala, and masters in National Development & Project Planning from the University of Bradford (UK) and in Laws from Kurukshetra University. Over a 43-year career, he has been involved in audit oversight and governance at high levels, including roles tied to revenue audits and public-sector cost-saving initiatives.
The board’s decision follows the Nomination & Remuneration Committee’s recommendation and extends the company’s governance depth with a director whose extensive experience in audit, governance and insolvency matters is poised to inform strategic oversight of NTBCL’s tolling and infrastructure initiatives.
